The Chief Executive's Office announced today on 1 August that the Chief Executive, Carrie Lam, on the recommendations of the Appointment Committee, appointed 10 Under Secretaries of the fifth term of the HKSAR government. Dr Tak-yi Chui, currently the Cluster Chief Executive of Kowloon East Cluster, has been appointed as the Under Secretary for Food and Health.

Chui has been the Cluster Chief Executive of Kowloon East Cluster and the Hospital Chief Executive of United Christian Hospital (UCH) of the Hospital Authority (HA) since July 2014. Chui was also the Chief of Service (Geriatrics and Rehabilitation Unit) of Haven of Hope Hospital from 2002 to 2008 and promoted to Hospital Chief Executive of the Hospital in 2008.

Apart from clinical experience, Chui held a number of management positions in Kowloon East Cluster, including Service Director (Occupational Medicine and Care Service), Service Director (Quality and Safety) and Deputising Chief Manager (Service Planning and Transformation), and was appointed as Deputising Chief Manager (Patient Safety and Risk Management) in the HA Head Office.

"Dr Chui has vast experience both in clinical as well as management aspects. In his past experience, he did not only work in the United Christian Hospital, but also worked in the Haven of Hope Hospital. His experience in working with elderly and also with hospital care and the community would be very helpful in assisting me pushing forward our policies. Regarding elderly care, obviously with the ageing population and non-communicable diseases, in the coming five years, there will be strengthened (measures) not only in the existing system in terms of secondary and tertiary healthcare but also in primary healthcare. It is important that we try to strengthen community care so that people would not be re-admitted to hospital too frequently," said Secretary for Food and Health, Professor Sophia Chan, after visiting Pamela Youde Nethersole Eastern Hospital on the same day.
